To amend the Law 81-1991, as amended, better known as Law of Autonomous Municipalities, for the purpose of adding a new Chapter XXI, called Autonomous Regions*, to redesign the Chapter XXI, called Transitional Provisions as Chapter XXII, and for other purposes.
