To amend the Law 81-1991, as amended, better known as *Law of Autonomous Municipalities*, for the purpose of adding a new Chapter XXI, called Autonomous Regions*, to redesign the Chapter XXI, called Transitional Provisions as Chapter XXII, and for other purposes.
